Who was the first to classify TV sets by inches diagonal, instead of horizontal or vertical, and why?

The original cathode ray tubes were circular and it was natural to quote the diameter of the screen. The picture was rectangular and it became common to have a bezel in front of the tube so that the viewer only saw the picture area. When the technology advanced it became possible to make rectangular tubes, but the measurement of the diagonal was retained as this was equivelant of the old circular tube.
