Because in general Mineral Water comes from Spa waters containing minerals - Soda Water is carbonated and contains sodium bicarbonate.

Even here in the states, depending on what region you're in, there's different names. Carbonated water is known as seltzer (water), mineral water, tonic, bottled water, soda water, club soda. When it comes to a cola or other flavored carbonated beverage some people call it by their name i.e. coke/pepsi/dr.pepper/7up/etc...some say give me a soda, others call it sodee, others say pop. It gets confusing. I'm from Missouri, and went to the East Coast (Maine), and asked for a soda, the waitress gave me a sort of strange look and came back with seltzer water. I asked if she had any sodas like coke, and she said up here a soda is carbonated water, so that's what I thought you wanted.
