I have no proof to back up this answer, but I am 99% certain that Mark Belanger was the last Oriole to play shortstop before Cal made his debut at that position in August 1981.
NOTE: Mark Belanger, Ripkenās predecessor in Baltimore, played 18 major league seasons on four American League pennant winners and collected eight Gold Glove Awards, yet only managed a career batting average of .228.

I thought it might be Lenn Sakata.
NOTE: Sakata was the starting shortstop for the Orioles when Cal Ripken, Jr. began his consecutive games played streak.
