The District is laid out in a grid pattern with numbered streets running north to south and lettered streets running east to west. Streets with state names, such as Pennsylvania Avenue run diagonally. If you look at the map here: http://www.rootsweb.com/~usgenweb/maps/districtofcolumbia/1996dc-pt1.jpg you will see Lafayette Square directly across Penn Ave from the White House, which takes up the entire two blocks between 15th and 17th Streets. 16th Street ends at Lafayette Square, one block north of the White House.
