Because the ATM machines are produced to fill a variety of installation points. Anything from drive-ups to malls to 7-11's, they must meet requirements set by federal and local gov's and, at the same time, you don't want to have the cost of producing and maintaining inventory of 8 million different models. Most differences on the basic models of almost any products is usually only small, and fits within the basic framework of the usual idea. Not to mention, (for one example), what if you were blind and say, in the backseat of a cab? You want the hack to do it for you?
