Saloon is a more commonly used western term, but they are the same thing...

I'd have said that a bar would be much less luxurious than a saloon. At the extremes, a bar might have bare floorboards with a sprinkling of sawdust and wooden stools or similar to sit on. A saloon would be carpeted and have comfortable padded easy chairs etc... In England, pubs (public houses) often have a bar and a lounge with the above distinction between them to a more or lesser degree. I've not seen it recently, but in the past, drinks usually cost a little bit more if you bought them in the lounge and used the better facilities.

I live on the East Coast and I never see saloons out here, we have all kinds of bars however - from expensive lounges to the classic 'dive bar' or 'pit' or 'hole'.
