Having done some considerable searching, I've not been able to locate any source of information which tells me exactly WHO gave New Orleans its famous nickname. The following link, plus a few other sites, suggest that the reason for the city's popular title has much to do with the relaxed way of life of its inhabitants. http://archive.1september.ru/eng/2001/09/2.htm

a couple years back someone told it was because in new orleans it was easy to get around and easy to do things and laidback. I researched what i was told and this is what came up. From website:
http://www.crescentcity.com/dictionary.htm
Big Easy
This is an euphemism for New Orleans, like the "Crescent City," that is attributed to Betty Guillaud, a gossip columnist for the Times Picayune, in the '70s as a term of endearment and an answer to the then I Love New York City hype. If it's the "Big Apple" then New Orleans is the "Big Easy," where everything is slower, simpler and easy-going.
and another
( this one suggest it was ear=sy for musicians to get a living and get a place to live.
