Possibly 'Uncle Sam' Wilson an army supply inspector in Troy, New York state about 1812/13.

I answered a question similar to this about a month ago. While Sam Wilson might have been the inspiration for the 'Uncle Sam' character, I don't think he was the model for the poster. Sam owned a meat packing company in New York, and supplied meat to Union soldiers in the Civil War. The story goes, that his company would stamp US - meat...meaning meat that was being sent to Union soldiers..federal inspectors came around one day, and noticed the stamp on the side of the boxes, and asked a worker what it meant..not knowing, the worker replied, I guess it stands for Uncle Sam, our boss. Eventually, it took on the meaning of being patriotic. The poster was created during one of the World Wars, to gather support for the troops and as a symbol of freedom and democracy.
