Quite a few could fit the bill.
Frank Abagnale, Jr. is now very well known thanks to the recent 'Catch Me if You Can' movie. Al Capone, Bonnie and Clyde and numerous other gangsters are equally as famous, but according to the following site, it is John Dillinger.

It depends on what sort of crimes they are remembered for and how far east your definition of west is. Those mentioned were predominantly involved in theft, extortion and the odd murder.
Timothy McVeigh killed 169 people. Albert DeSalvo killed at least thirteen and was known as the Boston Strangler.

Henry Starr, Billy the Kid, the Cherokee Kid, Butch Cassidy, etc., were all more famous than Jesse James in their time. In fact, for a long time Frank James was much more famous than was his little brother.
