Though my knowledge of film-making is almost non-existent, I do know that you would need a certain amount of light - Unless the scene was TOTALLY dark. Have you noticed in films and on television, in a bedroom scene, when somebody switches off the light, you can still see the bedroom quite well?

'lights' doesn't just mean 'turn on all the lights' - it means set the lights, maybe very many of them, at their various brightness levels as specified for that scene. So it could mean, turn them all off, if that is the setting required :-)
