George Orwell wrote a book called The Road to Wigan Pier

George Formby Senior, a music-hall comedian, apparently used the name 'Wigan Pier' in his comedy act in the early 20th century. But he's virtually forgotten now, so I'd agree with Friar Tuck that Wigan Pier's present fame is due to George Orwell's book (though Orwell was probably echoing Formby's music-hall joke).

Oh! I always assumed Wigan was on the coast because it had a pier (because of the book title). How do you have a pier with no sea to put it in?

A pier can be a wharf or landing-stage on a river or canal. Wigan Pier is apparently a jetty on the Leeds and Liverpool Canal which was once used by coal barges.
