It's from the Old English 'wealh', meaning a foreigner, and by extension a slave. Wales, from the Anglo-Saxon point of view, was the land of the foreigners. The Angles and Saxons, like their modern English descendants, believed that facts didn't depend on geography: foreigners were always foreigners, even in their own country.
