    Islam requires that observant women dress modestly, but covering the head or covering the face (perhaps save for a slit for the eyes) is a cultural tradition rather than a specific commandment. Having said that, in some places wearing a scarf seems to have become popular as an outward symbol of the traditional and respectable muslim woman.
