The regular army (Wehrmacht) was a continuation of the traditional pre-Nazi army. The SS grew out of the Nazi party and originally had primarily party and police functions, though it expanded to include a massive fighting arm (Waffen SS) which technically fought under the control of the Wehrmacht. There is a short description of the history of the SS on this link: http://motlc.wiesenthal.com/resources/books/annual2/chap11.html There is a view which is only generally accurate (ie there are plenty of exceptions) that all the odious aspects of the German regime of the 1930/40s (the Jewish holocaust, massacres of dissidents, gays, socialists, prisoner of war - especially Russians - and so on) were carried out by the SS not the Wehrmacht.
