In filling out the N-400 application for U.S. citizenship, question 16 reads, "Have you ever been arrested, cited, or detained by any law enforcement officer, including INS and military officers? Yes or no." Does this include being stopped once for speeding and given a citation or not, I am not too sure?

Put it down, I doubt sincerely it will effect the outcome of your application. George W. Bush was once arrested for drunk driving...

Tomculture - It may not be required but here in the UK the question is usually qualified by excluding the offences they don't want to be notified about - Parking Fines beinmg an example.
If in doubt, Tell the truth and explain your answer, it is an offence (in the UK) if you don't disclose the information.

"Given a citation" is the same as having been "cited" and there are no instructions on the form excluding traffic citations. Answer yes and fill out the circumstances below that group of questions.
