Do navies have permanent flagships, or are different vessels designated as the flagship for different military operations?

A flagship is the ship that carries an admiral's flag, so it is whichever one he happens to be resident in for whatever purpose he is there. The ship is still completely the responsibility of the Captain, though. He can't blame the admiral for anything that happens to it.

In the UK - I think there is only one "Permanent Flag Ship" HMS Victory It's dry docked, and the oldest ship of the fleet but is still a Flag Ship
