The Screen Actors Guild. It was named the HVC because it was said to have brought "victory" to it's members by requiring that studios (etc.) that employeed HVC actors were restricted by a set of working guidelines. These guidelines were to ensure proper conditions and fair treatment to the working actor. Regulations included firing, contracts, money and hours on the set. I don't know when it switched by the HVC to SAG, I am going from memory from film classes in college.
