I think you are referring to the "uvula". Uvula is Latin for "little grape" which is what it looks like.

If you go to google.com and type "function of the uvula" in the search-box, you'll find some interesting sites. Some say it doesn't appear to have a function, others say it does.

It would be uncommon to have 2, but it's not uncommon to have a bifurcate uvula.
