Very Iffy question as "Sooty" the bear (Harry Corbett the pupetteer) was bought "off the shelf" and then became a TV celebrity and was produced commercially under that name along with Sweep and Sue.

Muffin the Mule was the first children's TV character in the UK, making his debut on a show called "For the Children" in October 1946, which I think slightly pre-dates Howdy Doody Doll. However, I don't know when Muffin was made generally available to the public.
