It's old London slang and there are a few different interpretations. But "pop" means to pawn something. "Weasel" means a fur coat. It's rhyming slang: weasel and stoat - coat.
People used to pawn their fur coats so they'd have enough money to go up and down the City Road and in and out of The Eagle. The Eagle is a pub on City Road in London.
