I'm not sure where the Census Online site gets its info from, but the Channel islands are NOT normally regarded as part of England or the UK.
They were part of the Duchy of Normandy when England was conquered in 1066, and they are subject to Elizabeth II not as Queen of England or of the UK but as successor to the Dukes of Normandy.
The Islands are self-governing in their domestic affairs: they have their own criminal law, their own civil law and their own tax systems.

No, the Channel Islands are definitely NOT English, they are British which is completely different. They are also not part of the UK, nor of the EU.
