According to the HMS hood website, there were only three survivors and they were Ted Briggs, William Dundas and Bob Tilburn. So I guess the answer to your question is no.

Once Jon had left RADA he spent years working in the repertory companies up and down the country. Then when the second world war came about Jon had to put the acting on hold and signed up with the Navy. In which case, if Messrs. Briggs, Dundas & Tilburn were the only survivors from HMS Hood, I fail to see how Mr Pertwee could have gone on to play, amongst others, Doctor Who. It must have been one helluva of a bit of time travelling ;)

just found another site that says the following: -Actor John Pertwee served in the RNVR as an officer. He was appointed to HMS Hood from which he was returned to shore shortly before that vessel was sunk by the Bismarck. http://www.sci.fi/~akuleh/WW2people.html

During the war he served in the RNVR as an officer. He was appointed to HMS Hood from which he was extremely fortunate to be returned to shore, along with 16 others, shortly before that vessel was sunk by the Bismarck going down in nine seconds.
