The "Red Lantern" is not an official reward and there is no red jersey awarded to the person in last place.
There was a time a red jersey was an award in the Tour de France but this marked the leader in the Intermediate Sprint Classification. This practice started in 1984 and was stopped in 1990. Irishman Sean Kelly was the last rider to wear it.
See another website: http://www.angelfire.com/realm/cvccbikers/combativity.htm
For a survey of the various jerseys see:

The most combative rider gets a red NUMBER, not jersey.

"My sympathies to Jimmy Casper, who has been the lanterne rouge (the last-placed rider in the race, so called because of the red lantern that used to hang at the back of a train)". An excerpt from this year's race.
