    I believe it might have been a receipt for delivery of central Europe?

    It was a dummy piece of paper with nothing/scribble on it - he just waved it about to make it look like the real thing which would have been taken off by civil servants for safe keeping.

    I suppose what he actually waved around for the cameras will have been a prop, and the original must be in government archives. You can view the English text of the Munich Pact here:
