South Africa has three - Bloomfontaine (Judicial Capital), Cape Town (Legislative) and Pretoria (Administrative).

As of February 5, 2003, Serbia and Montenegro are one country. However, each retains their capital, Belgrade in Serbia and Podgorica in Montenegro. So, one country, two capitals.

Libya used to have two capitals, Tripoli and Benghazi, but I don't know whether it still does.

Wondering what the difference is between a capital and a seat of government.
Also wondering what makes Amsterdam into "the Capital", if even the Head of State does not reside there?
And what about that other bicephalous country Tanzania, where they still seem to be moving from the "real" capital Dar es Salaam to the "planned" capital Dodoma?

You guys forgot about Swaziland, the tiny country that is in the middle of South Africa. It has two offcial capitals, its administrative capital is in Mbabane while its legislative and royal capital is in Lobamba. Also, while the Ivory Coast officially moved its capital to Yamoussoukro in the 1980's, many of its important government buildings remain in Abdijan, thus Abdijan is sometimes referred to as the country's de facto capital.
