When you have been sunbaking, your skin burns and as a cooling mechanism your body sends a lot of blood to the areas to 'cool' it down. When a lot of blood is flowing near the surface of your skin, you feel cooler, hence why we sweat in summer and feel cool when a breeze blows over the skin. Your body thinks its skin is hot because of the burn in the skin and so sends blood to cool it down.
In normal conditions your body adjusts blood flow to the skin according to ambient temperature outside and so you wouldn't feel cold in a normal temperature room.
