    Slovenia,
    “At the end of 1999 there were 1000 prisoners in Slovenia, increasing by 10% per annum”, so that there would now be about 1500 prisoners today.

    “In June 1993 in Poland there were 117 dangerous prisoners(0.18%)of the whole prison population.”
    This means that in that year there were about 650 prisoners. If this increased by 10% pa the figure would be about 1800 today.

    The above is not comparing apples with apples, however my answer would be Slovenia.
