In medicine, using weights and pulleys to set limbs is given what name?

I read a book years ago about a man who was part god or godlike, or may have even been alien. He had the ability to heal himself and could grow new limbs and organs. I remember in one part, he was in ancient Mexico and was about to be made a human sacrifice. He grew another heart in a different part of his body and when the priest cut out his other one, he was able to survive. He then stood up and really scared the priest. I know this sounds strange, but does anyone remember the name of the book?

This region of a populous European country bears a symbol with multiple limbs on its flag. A philosopher once attributed this feature to the shape of the land. What is the symbol technically called, who was the philosopher, and which other region bears the same symbol on their flag?
