You need to be clearer as to what you mean here as everyone had to go back after the 1536 reform to being "Roman" when Mary came to the throne in 1553. "Roman" Catholic masses were not stopped under Henry's rule anyway; as long as mass could be understood by the people they could continue using the Latin liturgy. It is really only in the later part of Elizabeth's reign that all the priest hanging etc. occurs.

OK, at one point after the start of Elizabeth I's reign it became a crime to say a RC Public Mass within the British Empire...what was the first city, within the Empire, to legalize the saying of a RC Public Mass?

Well do you count Ireland as part fo the British empire? What are you getting at? After the 1776 act?
