Not terribly Scandanavian, but in China all forms of advertising of formula baby milk are banned, including free samples, sales inducements, and money and gifts for the purpose of promoting sales.

This site is from Finland.
The National Food Agency has banned Neste Quick Shop from presenting television and radio commercials and other advertising which uses baby formula as an example of the products available at service station shops. The ban was backed by a €100,000 conditional fine. The marketing of baby formula is allowed only in publications aimed at health-care and child-care personnel. The company has promised to stop the campaign.
Although the main message in Neste Quick Shop's marketing campaign is the broad scope of the product range and the extended opening hours at its shops, the use of baby formula in commercials is against the law. The marketing ban is based on the WHO's marketing code and the European Union's directive on baby formulas. The purpose of the marketing code is to promote breast-feeding. Brochures and advertising may not give the impression or create the belief that bottle-feeding is as good as or better than breast-feeding.
