Possibly Judy Garland?
Shirley Temple was supposed to play Dorothy in the Wizard of Oz, but 20th Century Fox refused to lend her to MGM. Also, Garland attended the same talent school, Meglin's.

For sheer money-making prowess, save maybe Garbo, Crawford or Norma Shearer, MGM hardly had a grown actress who could even approach Shirley through her peak (1934-38), let alone rival her. Judy Garland's first feature wasn't released till the end of 1937.
It would be easier to mention MGM's successful child actors Freddy Bartholmew and Micky Rooney. Rooney would dethrone Shirley as #1 money-maker in 1939.
