That depends on the type of training one is getting.
A pilot can train under Part 91, Part 141, Part 121 (airline) or Part 135 (charter).
If you mean getting a Private pilot, most do it under Part 91 regs. If a pilot is on a career track, they might chose to go to a "Part 141" school. A 141 training program is a flight school curriculum that has a special blessing from the FAA. For example, because of its rigid curriculum, pilots in such a program can finish their commercial pilot certificate in 190 hours instead of 250 if done under Part 91.
