Yes, the Ukraine is the largest country entirely within Europe. Before Dec 1, 1991 it was France.
Actually, while what I just said was correct, the question does not specify that the country was entirely in Europe so the answer is Turkey. Turkey lies partly in Europe and its area is 80,000 sq miles larger than France (about 3 X Great Britain).
