    My 1994 Guinness Book of Records says that "Uniquely, Brazil has taken part in all 14 finals tournaments." I know they have qualified for every World Cup since then so pjmac's instinct was correct.

    Ah. Germany has never failed to qualify, which is one correct answer to the question, but Brazil have done better by trying and succeeding to qualify for EVERY World Cup Final as outlined above. Clearly the question as asked does not have a unique answer.
