Actually I emailed Crayola. I am hesitant to post the answer because other people trying to win the same radio contest go to funtrivia.com looking for answers as well. Here's what they wrote to me:
I will give you our unofficial answer; 10 shades of blue can be found in the 64 count box. I say unofficial because color can be a matter of individual interpretation and we do not know how the radio station obtained their answer information.
Crayola crayons currently come in 120 colors including 23 reds, 20 greens, 19 blues, 16 purples, 14 oranges, 11 browns, 8 yellows, 2 grays, 2 coppers, 2 blacks, 1 white, 1 gold and 1 silver. Although Crayola crayons come in 120 different colors, the labels are only made in 18, which cover the full color spectrum.
