It's a sausage wrapped in pastry and baked, like a sausage roll.

I can find lots of recipes for these but they are essentially mince rolled into the shape of sleeping pigs and wrapped in cabbage leaves as far as I can work out.

According to Nigella it's exactly as Norry has said.
Originally thought to have been a wartime recipe using thick potato pastry wrapped around small sausages or chipolatas.

In the states, "Pigs in a Blanket" refers to a cocktail frankfurter (hot dog) wrapped in dough
and cooked. Truely delicious!!!!!!
