I guess you would need to discount strikers who have played fewer than, say, 10 games for their country. The following site lists strikers with 30 goals or more for their country.

Based on this, the three strikers of note are:
1. Just Fontaine of France (1953-1960), with 31 goals from 20 games, a strike rate of 1.43 goals per game.
2. Poul "Tist Nielsen" of Denmark (1910-1925), with 52 goals from 38 games - 1.37 per game.
3. Gerd Muller of West Germany (1966-1974), 68 goals from 62 games - 1.10 per game.
Brian Clough, noted for his feats as a football manager remains the striker with the best strike rate in post-war English football. He played for Middlesborough and Sunderland and scored 267 goals in 296 games (0.90 goals per game).
