Allen is supposed to be Penny's "first husband," Patty's father and the Charmed Ones' grandfather. There's no mention of him in dialogue. The plot of the Season 6 episode "Witchstock" firmly establishes that the Charmed Ones' grandfather is Allen Halliwell, who died in 1967.
