Not if you are thinking of chili as in con carne which originated in Mexico.

It's big here in Texas, don't believe real Mexicans eat much chili, well what I consider chili, which is chili meat (course ground meat, anything goes but usually beef), chili powder (ground red pepper), onion, garlic, tomato...
By the way, real chili dosent have beans in it, if you put beans in chili then all you have is meat with beans. Chili con carne is different than regular chili and is a traditional Mexican dish.
One more thing, chili gets it name from the chili pepper, a type of red pepper.

I was under the impression "con carne" meant "with meat" and chili was the spicy sauce itself.
