The Second Continental Congress met for the first time in Philadelphia in May of 1775, and continued to meet until the full ratification of the Articles of Confederation on March 1, 1781. This congress produced the Declaration of Independence, drafted the Articles of Confederation, and served as an unofficial national government, managing the war effort, finances and foreign affairs, while the Articles were debated by the states. It was succeeded by the Congress of the Confederation.

The Congress, a young and unsteady organization, had little money and limited means for obtaining more. Nevertheless, it struggled to press the conduct of the war while moving, under force of military circumstances, from place to place; it met at Philadelphia (1775–76), Baltimore (1776–77), Philadelphia again (1777), Lancaster, Pa. (1777), York, Pa. (1777–78), and Philadelphia once more (after 1778).

The First Continental Congress met in Carpenters Hall in September 1774. Being the principal city of the colonies and mid way between the north and south, Philadelphia was a logical choice. Carpenters Hall was exactly that, a meeting place for the master carpenters to meet and share their trade and techniques

When we went to Philadelphia I was surprised by the importance of a building called Independence Hall. It served as a meeting place for the Continental Congress over 200 years ago. Independence Hall in Philadelphia was chosen because it was half way between Boston and Williamsburg.
