Would a two-yolked egg have hatched into twin chicks?

A double yolked egg is not likely to hatch.
An embryo may begin to develop from the germinal disc on both egg yolks, but usually there is not enough room for two chicks or the conditions are not adequate for two embryos and the chicks do not hatch.

We incubated many double yolked eggs and none ever got beyond around ten days, so we decided to never incubate any more double yolkers.
We inadvertantly put one in our incuabtor four weeks ago and when my daughter was removing the chicks she found two in one egg. Their cords were either tangled together or were fused. Still not certain that they were twins, she did a head count on the chicks and there was one more chick than the number of eggs we hatched.
They are both healthy but a little small. We marked them and will keep track of their progress.
