I don't think they HAVE a specific quality but rather lack one that ferromagnetic materials, iron for instance, possess.
Magnetic domains.
These are zones of mutually reinforcing molecules or atoms.
Such materials consist of atoms or molecules that have each have a magnetic field (resulting from the spin angular momentum of electrons within them) and exhibit the Pauli exclusion principle.
