    Do you mean Fred Hoyle? His theory made a definite prediction that nothing should have less than about 23 per cent helium. (Attributing helium to the Big Bang Theory, Hoyle realized that helium is the only element that would be created prolifically in a "big bang.") The theory of synthesis of elements in stars and supernovae couldn't explain why there was so much helium, and why the helium was so uniform in its abundance. Hoyle 1964 Cambridge

    Your second answer is correct...The earth is bathed in a glow of radiation that has the characteristics expected from a remnant of a hot primeval fireball. This radiation was discovered by Arno A. Penzias (b.1933) and Robert W. Wilson (b.1936) of Bell Telephone Laboratories.
