When the Lunar Module touched down, this was reported back by the crew with the words, "Houston, the Eagle has landed." Neil Armstrong's "One small step" remark was made later when he actually set foot on the surface. So the answer is "Houston." Feb 28 04, 3:39 AM

Strictly speaking, the entire conversation of Armstrong and Aldrin was being monitored by Houston. The first words spoken after contact had been made with the lunar surface was "Contact light" by Aldrin. This was as a result of the probes hanging from three of the footpads having touched the surface. Three seconds later Armstrong said "Shutdown" and the engine was turned off.
