It did not have to be "made", it has existed for millions of years. Water is naturally aerated (contining dissolved air / oxygen) otherwise fish would not be able to live in it. If you mean "fizzy" (as in carbonated) then shortly after water has originated as snow or rain and entered the ground forming an aquifer (an underground reservoir of water surrounded by porous rock, sand and gravel) creating a natural filtering system, (artesian pressure may force it through a sandstone or similar layer) on route it may encounter a carboniferous layer, the slightly acidic nature of the water will probably already have dissolved iron which reduces the carbonates to carbon dioxide.
