Nicephore Soglo, a former World Bank official, became president of Benin on March 24, 1991, in the nation's first free presidential election in nearly 30 years.
More info: In Benin, a new constitution was approved in November 1990 and Nicephone Soglo, a former World Bank official, was named prime minister. In 1991, Soglo defeated Kerekou in presidential elections and appealed to Western nations for a 'Marshall Plan' for Africa. In a rematch in 1996, Kerekou regained the presidency in what were seen as free and fair elections.
