This is a misinterpretation from an accident involving a Japanese Car manufacturer. A huge explosion in one of their engine factories resulted in it raining Datsun cogs.

The phrase comes from early England. The English Peasents used to make the roof of their houses out of thacthed straw. When it rained the dogs, cats and mice (not allowed in the houses) slept on the roofs as it was the warmest place they could find. When it rained a little bit more than a medium shower, the mice would fall off the roof. When it rained heavily, the cats and dogs would fall off the roof. If a peasant were to look out the window, it would of seemed as if it had been raining cats and dogs.
