Bolivia a landlocked country, maintains a nominal navy, mainly because it used to have a coastline and lost it to Chile. Zaire also has a navy.

Objection to BrainyBlonde's site: Iran's got a long maritime coastline, and Zaire (or whatever it is now) has a very short coast in between Angols and Cabinda, which is also Angola! Bolivia's navy will be on Lake Titicaca. Shouldn't need many admirals, but keeps them off the streets.
