I can answer the first part of your question, McG - The state boat of Virginia is the Chesapeake Bay Deadrise. Not sure about when it was adopted; maybe someone else can help with that bit.

This doesn't give a definitive answer to the second part of the question, but I'd guess it to go back to the turn of the century. The deadrise and the skipjack were (are) important items to fishermen/oystermen for many years.
