Aug 1971 - Bee Gees - "How Can You Mend A Broken Heart"
Oct 1974 - Olivia Newton-John - "I Honestly Love You"
Mar 1975 - Olivia Newton - "Have You Never Been Mellow?"
Aug 1975 - Bee Gees - " Jive Talkin' "
Sept 1976 - Bee Gees - "You Should Be Dancincg"
As the Bee Gees and Olivia were born in the UK, the answer may be Air Supply, who had their first No. 1 hit a year before Men At Work:
Jul 1981 - Air Supply - "The One That You Love"
Oct 1982 - Men At Work - "Who Can It Be Now?"
